For instance: geonameid = 7670851 (Alaotra-Mangoro) adm. type = 'ADM1' 1st level code = 7670851 (same as in geonameid) ===> There is no place with adm. type = 'ADM2' and 1st level code = 7670851 Maybe you can do either recode 1st level codes in ADM1 or repoint 1st level codes in ADM2 to existing codes in ADM1. I think that's why geotree does not show any 2nd level places under any 1st level division.
