Erroneus data in cities5000 and countries

From what I understand cities5000 should contain only cities with a population over 5000. I have found 665 cities that have a lower population. The list is attached to the post and also at http://pastebin.com/wG9UFvZF
Fields are: ID, City name, Population

Also, I have found that 3573374, The Valley, has the country code "AI" which I have not found in the allCountries.txt file.

Have I misunderstood something about how data is represented in these files?

The cities files also include cities with fewer or missing population if they have a relevant feature code. (capitals, seats etc).

AI is the country code for Anguilla:
