How to understand the comments in geonames data deleteion log

Hi, I'm a premium geonames data user. The monthly release comes with deletion logs. As the metadata shows, the deletes.txt file is in the format of
"deletedId name comment".

In terms of the comment column, I find that it is roughly 3 categories:
1. duplicate for/to another Id
2. some number delete(d)
3. other reasons

Obviously, the 1st type is most helpful, while the 2nd one is rather confusing, i.e., the numbers can be either positive or negative, which does not seem an Id. Could you explain how to understand it?

Thank you.
