unique strings for areas per country

hello!

i would like to start a joint effort to divide each country by -one- administrative level (example: "County" for USA, "Kommune" for Scandinavian countries), and then create a -unique- string for all these areas.

(-areas-, mind you, not places)...

examples of unique areas, then we just use the area name:

- Oslo
- Stockholm

examples of duplicate areas, then we add a comma and a parent administrative level:

- Fairfield, Australia
- Fairfield, Conneticut
- Fairfield, Ohio
- Fairfield, South Carolina

i have done this for some countries, i would appreciate if some people would join in to help complete this for as many countries as possible.
