questions about developing a site with geonames

hello

We are doing our final year project and we plan to make a geolocation application in android mobile devices.
We need to get information on places of interest and create new sites, so we started investigating geonames because is a complete data base.
But we have several doubts about the system architecture.

So far we have not found a way to create sites with java api
if possible create sites using java?

if is not possible, it is a good practise get off a core dump to mysql and work locally, without using the web services that uses geonames.

We hope help us to find a good solution

thank you
