				<title>Changing admin1 for some cities in Spain </title>
				<description><![CDATA[ I am trying to change the admin1 value for autonomous cities of Ceuta and Melilla in Spain (to be Ceuta and Melilla, respectively), but I am not allowed. I get an error message and cannot save the changes.

How can that change be made?

The problem with Ceuta and Melilla is that they have a very strange status. They are not really adm1 like the other autonomous regions and they don't have a proper adm1 code in none of the coding systems (neither iso, nor fips). The spanish INE assigns a code like it does for the municipios. From this point of view it would be adm3.
