München, germany

Hi,

I'm wondering what the difference is between Munich
id=2867714 (seat of a first-order administrative division)
and München id=6942466 (PPL)
They have the same longitude/latitude
http://www.geonames.org/search.html?q=münchen&country=DE
(1 & 11)
Because for cities like Hamburg or Berlin, there is no such distinction.
Is it maybe a duplicate ?

Thanks for your great work!
