I beleived that the first column (concatenated codes) of the "admin2Codes.txt" file was unique and refered to a unique geoname Id.

But as you can see,

				<description><![CDATA[ you are right it does not make sense like this. in the rest of the us the counties have a unique id. here the id is not unique and we will have to find another id or an other set of admin divisions
