				<description><![CDATA[ Hello,

In case of adm1/adm2 conflict, could you please confirm that adm1 is the good one, and adm2 is the one to be updated?

Example: ES;01;AB (Where AB doesn´t belong to 01)

It seems to be a correct rule till now for some places in Spain, but i don´t know if it´s a good general rule.

				<description><![CDATA[ It is not a general rule. It just means that one of the two is wrong, but it is not clear which one. It usually happens from using polygon information in border regions and it is not clear which level of polgyon is more detailed and therefore correct.
