It is prohibited to change the contents of the database without consent of the owner. This doesn't seem very restrictive to me, but I'm sure I'm not aware of all constraints you have. So could you tell me what I should be looking for? By the way, it may be usefull to publish a list of all polygon information you have, along with their recency, in order users could help find missing information...
