Niamey (id: 2595294) and departement de Niamey (id: 2440481) are the same thing. One of them should disappear.

I am not sure whether they are the same thing. As it seems the top level is now called 'region', previously the same divisions were called 'departments'. The second level was previously called 'arrondisement' and it is now called 'department'.

The department de Niamey (id: 2440481)  already is ADM2, whereas the other is ADM1 (and thus a region). It is possible that the capital district Niamey does not have a second level subdivision 'department' and then it would have to be deleted.

In any case I will remove the name 'department' from the other ADM1 divisions as the name 'department' nolonger refers to the first level division.

Before 1992, there were 7 department, including Niamey.
In 1992, Niamey department split in Niamey capital district (2595294) and Tillabéri department (2595293). Then in 2002, departments were renamed "regions".

So there are no adm2 attached to Niamey "Region". 
In addition, the previous "arrondissements" in the Niamey department now belong to Tillabéri.
    * Filingué
    * Kollo
    * Ouallam
    * Say
    * Téra
    * Tillabéri

All adm2 should be renamed as "departments", and there are 4 missing: 
    * Arlit arrondissement in Agadez department (since 1969)
    * Maradi arrondissement (now dpt) was replaced by Aguié, Guidan-Roumdji, and Madarounfa arrondissements (now dpt) in Maradi department (now region) in 1972.
