				<title>Wrong names for one Russian region</title>
				<description><![CDATA[ 1) Russia's Rostov-on-Don city is located in the Rostovskaya Oblast' with Rostov-on-Don as a "capital" of it. But it's not marked as located inside the 
Rostovskaya Oblast'.

2) Novocherkassk city is located in Rostovskaya oblast' too, so it's hierarchy should be

		<div style="overflow: auto; width: 100%;">
		<pre>Russia &gt;&gt; Rostovskaya Oblast' &gt;&gt; Novocherkassk.</pre>
		</div>
But in fact it's

		<div style="overflow: auto; width: 100%;">
		<pre>Russia &gt;&gt; Rostov &gt;&gt; Novocherkassk.</pre>
		</div>

3) Kirovskiy Rayon, Leninskiy Rayon, Leninskiy Rayon, Pervomayskiy Rayon - they are all parts of Rostov-on-Don, but they are not marked as they are located inside the city, they marked as if they are in Rostovskaya oblast'.

Please check all these things. If you need any help concerning Rostov-on-Don division etc, please ask me :) 

PS
There are few areas in Rostov-on-Don that have their own names (Temernik, Severniy, Imeni Chkalova, Zapadniy...), but they are part of larger areas (Pervomayskiy rayon, Voroshilovskiy rayon, ...).
How to mark these sub-areas so they be a part of Rayon? And Rayon to be a part of Rostov-on-Don and Rostov-on-Don to be a part of Rostovskaya oblast'?

Most common Russian administrative division is:

Country (Russia) >> Oblast' (or Kray or Autonomous republic  i.e. kind of Province) >> City  >> Rayon (area in the city) >> sub-Rayon (if any).


For example:

Russia >> Rostovskaya oblast' >> Rostov-on-Don >> Pervomayskiy Rayon >> Temernik.

				<description><![CDATA[ 1) and 2) seem to be correct, both cities are located in 'Rostov'. The short name of &quot;Rostovskaya Oblast'&quot; is Rostov: http://www.geonames.org/501165/rostovskaya-oblast.html
I don't speak Russian and I don't know whether it is a valid short form. If it is not please feel free to correct. In this case I assume that all admin divisions for Russia would have to be revised.


Below the city level &quot;PPL&quot; there are the neighborhoods with the feature code &quot;PPLX&quot;, and below we use PPLL if required:

administrative divisions: ADM1&gt;ADM2&gt;ADM3&gt;ADM4
populated places: PPL (or PPLA for province capitals) &gt; PPLX &gt; PPLL

I've checked it from the different sources and you are right  :)

Rostov-on-Don is the capital of Rostov province (Oblast' in Russian).

But I can't mark areas in Rostov-on-Don city (areas [or districts] are named parts of a city, like Borough in London) like Kirovskiy Rayon, Pervomayskiy Rayon etc.

				<description><![CDATA[ the user interface does not yet support to manually add relationship between cities (ppl) and neighourboods (pplx) or even ppll. We periodically run a reverse geocode process to allocate the pplx to the closest and most relevant ppl, this works well for most situations.
