				<title>countryInfo.txt contains a UTF BOM</title>
				<description><![CDATA[ There's a byte order marker (BOM) at the top of countryInfo.txt that's negatively affecting my import scripts. The BOM may not be necessary, and other files like allCountries.txt don't have one but contain plenty of Unicode characters. Is this intentional? Can the encoding and BOM be normalized on all relevant files?
