County names in UK

I'm having trouble finding the county name from a place name in the GB table.
I understand that the combination of country+admin1+admin2 is the key to the admin2codes text file, but I don't understand what a 0 means in the admin2 column. Is this a special case where a different look up is required, or does it mean that the county info isn't available yet?
Eg, i've used the web service to retrieve the data for "skegness" which has the county of "LINCS" but i can't see how i get this from the data on the download server, from the GB.zip and the admin2codes, where I think the counties can be found.

Will i need the postcode data for this type of query? placename -> county?

cheers!
Rob

'00' in the admin codes means we don't know. For "Skegness" I have added it right now (menu 'edit' on the info balloon, then the menu for the admin level).

The postal code data set has some information missing in the main data set and vice versa. For some applications the one or the other is better.

Best

Ok, Thanks Mark!
It wasn't I particularly needed the place filling in, (thanks though - awsome response considering the workload you must have maintaining a data set of this size!) I was just using Skegness as an example that the postcode query returned LINCS as the county, but the main data didn't have the admin code filled in for it.
Anyway, many, many thanks for the response!

cheers,
