				<title>2 admin regions in GB with the same codes &amp; incorrect disignation for two sub-regions</title>
				<description><![CDATA[ For the UK there are two 2nd level admin regions with the codes admin1='ENG' and admin2='00'. One of them is wrong. 

Also, Sale is in one of those codes, the one for West Midlands, though it is a sub-region of Greater Manchester, along with Altrincham, next door, which doesn't have any admin2 region in geocodes. 

Both of these are part of Greater Manchester , sub-regionTrafford, see http://en.wikipedia.org/wiki/Greater_Manchester. So the codes should be admin1='ENG', admin2 = code for Greater Manchester, admin3 = code for Trafford. Then Altrincham and Sale themselves would be admin4 levels.]]></description>
