Hello,

The basic building blocs of admin divisions in Slovenia are the communes. They are now flagged as adm1 in Geonames.

However, since there are 193 of them on a rather small country, I would suggest to use the 12 statistical regions as adm1:

Although they are not proper "admin division", they make sense and may be easier to maintain, like provinces in Ireland.
