Near the end of July/beginning of november, someone (gnis user) changed all the Louisiana ADM2s into ADMDs.

This seems like a massive loss of information. As I understand it, ADMDs are basically deprecated because they don't contribute hierarchy information like ADM1-ADM4 do.

Am I missing something here?

It looks like the same username wiped out all of the admin1 data in puerto rico too.

the Louisiana change has been undone.

Do you have an example for Puerto Rico? The ADM1 have been added or cleanedup. The counties are now adm1, otherwise there is a dummy adm1 'PR' that does not make much sense.

My mistake. PR data looks good. I used to have a hack on my end to skip the old admin1 codes because they were all 00. PR data is much cleaner now. Thanks much.
