http://www.geonames.org/export/ws-overview.html
indicates that the username parameter is required for the Timezone WS. This certainly seems to not be enforced. Was this a new addition? I don't remember it being marked as required in the past.

Looks like it only applied to the JSON service and not the XML. The documentation was not clear on that.
