Hi

In first division of Egypt: http://en.wikipedia.org/wiki/Governorates_of_Egypt
there are 29 governorates.

For example, 6th of October Governorate is not in Geonames.
The city 6th of October is (353219) but the governorate is not.
This governorate seems to be new since 2008
