admin1 code in zipcode dump  XML

Hi

I have download the FR Zipcode dump and i can not understand why the admin1 code is not the same as the one in admin1code.txt file

example with fhe firt line : FR 67000 Strasbourg Alsace A BAS-RHIN........
but in admincode.txt it is FR.C1 Alsace

is there an explanation ?

The postal codes and the geonames dump files are different datasets.

I don't have it. You could help with it, like Christophe has helped doing it with the French postal codes.
