One way for you to get the UK subdivsions in this service is to help us with it. We can need help in figuring out what admin subdivision to use in the UK as there are so many ways the country can be divided. And how the division schemes relate to each other.
Putting an additional column in the country dumps breaks the API and users synchronizing their database with the daily modification will run into problems.
We plan to change many countries from FIPS code to ISO codes shortly and at this moment we could also add a new column to the dump.
Lines and polygons are not yet implemented in the georss-rome module as I don't need it myself and I was waiting for someone to ask for it.
Implementing it would be a piece of cake. What methods would you expect?

The server responsible for this service is under heavy load at this very moment. I am now routing it to another server with less load. It should work with the second server.

The file is hosted on the editgrid platform. If you have a login there you can use this or you can update as anonymous user. There is no save button. At least I don't see one. It seems to be using an autosave mechanism.

Once we have enough updates I will take the file and insert the features into the geonames database. It is kind of an experiment to see whether it is efficient to work with an online spreadsheet in this way.

There is nothing you can download for installation on your own server. Not yet.
I am afraid you will have to code it yourself. But you can use the data from geonames.

I have just put version 0.3 online.
In the daily file alternateNamesModifications-date.txt, if the alternateNameId exists in my table, I replace it because it's a modification. If the alternateNameId not exists, I insert it because it's a new record. That is right?
Am I allowed to ask how do you change the shape data into something 'usable' for lat/lng? (Just a short hint or tutorial link would be VERY appreciate.)
I don't know what is usable for you. I often use the ogr utilities included in the fwtools kit to convert shape files and load them into a postgres/postgis database.
