I've compiled a list of duplicate ADM1Codes that are duplicated in GeoNames.

Although there are a few duplicates, the main problem is that I don't know how to fix the codes.

Obviously the FeatureCode on every entry in this list is 'ADM1'

The '00' code means the code is not known. You could try to help us figure out whether the subidivision does exist, whether it is a ADM1 (or something else?) and which is the correct code.
