I suggest to GeoTree manager to use the flags published by FOTW (Flags Of the World) http://www.crwflags.com/fotw/flags/ the largest and always up to date flags database in the internet (and in the world).
This site also covers municipalities' coat-of-arms or flag
For the national flags it also has ready-to-use icons.

All the images are freely reusable, under a special FOTW license which forbids commercial usage. Please contact Rob Raeside, FOTW Director rob.raeside@gmail.com

Did you see any error on GeoTree flags ?

FOTW license is not clear enough : there are many pictures coming from other websites like :
http://www.crwflags.com/fotw/flags/pl-wp-ko.html
including an image from :
http://www.koscian.psp.wlkp.pl/index.php?strona=glowna
there is a risk of copyright violation here.
