How to know which language is used for Alternatenames in geonams data dump?  XML

In geoname Data Dump we have 4th column for alternate name which is nothing but the synonyms and is in the encoded format.
How will i know which language that data is in ?
How to encode the same?

you have an iso language code in the table alternate names. Join the two tables over the geonameid.

The GeoNames dump files are all using UTF8 encoding.
