I just discovered Geonames and, more specifically, the timezone web service yesterday. The timezone web service returns excellent data for me but it seems to to timeout quite often. Anecdotally, the service seems to respond very quickly or not at all. I have tested from various place on the Internet to rule out issues with my connection.

Is this normal behaviour for the timezone web service?

It is not a normal behaviour. It is a consequence of the services becoming too popular. We will introduce a limit on the number of request per day and IP address. This should help with the service quality.
