If you make the following request from the timezone webservice it fails with the error:

status message="invalid countrycode" value="12"

Request:

http://ws.geonames.org/timezone?lat=31.143333&lng=128.688611

The problem is that this location resolves to the ocean. To determine the timezone we first check which country the lat/lng is in to find the correct timezone for the country.
In this case we don't find a country and cannot proceed with determining the timezone.

So sorry that was a typo. I double checked it so many times and didn't see it. It should be 121.68..
