Problem with regions  XML

Hello I am having a problem with this data and just want to check with others that have done it already. I have broken it up into continent\country\region\city for the world.
To get the regions I did a select on allCountries where feature class = A and feature code = ADM1. This works great for countries like Canada and the US but if I look at Poland for example I get close to 60. And Poland only has 16 regions. I was wondering what I am missing here to make this work.
I am also confused with the Admin1Codes.txt. When I look at that it has for ex PL.39 Krakow which is not a region in Poland but a city. But it does have the right 16 polish regions in that file... confused

Hi

Administrative divisions for Poland are not uptodate. I think we can delete (or change to ADMD) all administrative divisions that do not have 'Voivodeship ' in their names.
