The administrative regions of Finland are out of date as of 2010. What are currently ADM1 regions for Finland should be moved to ADM1H; the current ADM2 regions in the DB appear to be the correct ADM1 regions. I haven't checked to see if there are other dependencies that need to be moved up with the change.
