France, what should be considered a city/town/village ?  XML

Hello,

I have done and corrected several attempts at reading Geonames data. First I figured that PPL items always matched actual populated places, like cities.

But I've just found that quite often, PPL places were streets or even districts. For theses records, the parent record (has an ADM3 feature) has the actual city name.

It seems I cannot fully trust PPL entries, and at the same time, it was said that ADM items are not exactly to be considered as cities. In any country.

How can I get rid of these inconsistencies in PPL items ?

Another example:
- Paris 11 is a PPL
- Marseille 11 is a PPLX (

- Les Basses Masures (until I changed this to PPLX) were a PPL, but in real life, it's a street (R.ST)

Is it right if I change every inconsistency of this kind I find ?
