I want to fix districts in Ljubljana, Slovenia, but it looks like I do not have user level high enough.

This should probably be marked as historical entry:

These days, there are two separate districts: "District Moste" and "District Polje". See: https://en.wikipedia.org/wiki/Urban_Municipality_of_Ljubljana#Administrative_division

Also, this one should be named "District Center":

https://www.geonames.org/3196356/opstina-ljubljana-center.html

All ADM2 entries in Slovenia are districts of Ljubljana and should be under SI.61.
