Hi!

I was recently making edits to population centres in Northern Canada, when several of the places were mysteriously locked for level 1 users, despite many of said settlements' populations being lower than 100.

Previously, I had submitted a request to update the population of Naujaat, Nunavut (at 1225), which I initially believed was an isolated case. However, the same outcome occurred when I attempted to update/add populations to locations in the Northwest Territories. For example, Enterprise, N.W.T. is inexplicably locked even while the town's population is only 75.

Does anyone have an answer to why many of these seemingly obscure locations are locked? Thanks!
