Italy has the following administrative divisions :
ADM1 : Regions (20)
ADM2 : Provinces (107, 110 in 2009)
ADM3 : Comuni (8094)

As I wrote you by email, there is a big problem if you consider COMUNI as ADM3. In fact now in Italy and either in Spain we have 2 geonamesid for the same place: one for PPL another for ADM3. Actually it lead to unstalbility of geonamesid because user assigned to PPL geonamesid cannot be related to their ADM3 geonmaesid.
This fact vanish all my effort to map user by geonamesid, because at the end of the tree we have no stable leaves.

Populated places and administrative divisions are two different concepts and not referring to the same thing. Populated places are villages and under groups of houses whereas administrative divisions have an administrative function. An ADM3 in Italy, Spain and other countries can encompass different villages, often it has the name of the largest populated place.
There is only one geoNameId for a place.
I don't understand the argument of 'no stable leaves'. Of course it can happen that the authorities of a region decided that a village belongs to an other administrative division, but GeoNames will only reflect the reality.

Due to recent changes, some towns in the province of Pesaro/Urbino, switched to Rimini.
This means that both the ADM1 and the ADM2 must be changed.
ADM1=Emilia-Romagna, ADM2=Provincia di Rimini for these ADM3:
Casteldelci, Maiolo, Novafeltria, Pennabilli, San Leo, Sant'Agata Feltria e Talamello
This can be verified here: http://it.wikipedia.org/wiki/Provincia_di_Rimini
I don't kow if I can do that and, in case, how.

A feature needs to be correct following a merge on 28 December 2013 of two ADM3 features. I already corrected the codes of the two from ADM3 to ADM3H but given my privileges I can't create a new feature.
TODO: Add new feature ADM3 named 'Quero Vas' at 45.922778°, 11.9325°, the new feature should be the result of a merge of Quero (6538286) and Vas (6538290)

Not sure if this is the right place to post this, we are having some problems with the polygons for the Italian regional divisions. Is there a way to submit suggested changes to these? The area we have trouble with at the moment is on the Liguria/Piedmont boundary at lat:44.146049, lng:8.072074.
The findnearby api is returning Piedmont, but we know that it should be Liguria. Understandably this causes some annoyance.
