is the TimeZone missing.

IMHO it should be:
Antarctica/Vostok (or there are other Vostoks in Russia with other Timezones?)

It may seem that, it is not that important but it causes a "Foreign Key Violation". So i would be happy if someone could fix it in the next version.

It is obviously misplaced. If it is on the Sakhalin island then it is certainly not in the Antarctica timezone.
According to wikipedia it probably refers to this
http://en.wikipedia.org/wiki/Neftegorsk,_Sakhalin_Oblast
