After checking some documentation and service calls response, i came to know that we need to subscribe for the premium service, i would like to know
1. where can i register for premium service.
2. what are the charges.
3. will there be any new service url be given for premium users.
4. will the subscription tied up to a user id.
please explain me the process of getting the subscription complete.
If i want to get more than 160kms radius is it possible ?

1. and 2:
http://www.geonames.org/commercial-webservices.html
3. yes
4. yes
160km is the max. The number of postal codes within a radius increases quadratically and the document size and number of records are also limited.
