it seems that when examining P records, some areas have been overlooked.

For the USA at least, there are A entries with ADM3 code that correspond to cities and townships, but for some of these, there is no corresponding P record.

For instance US,NJ,Manalapan shows up as ADM3 "Township of Manalapan", but there is no corresponding P entry, even though there is a P entry US,NJ,Marlboro as well as an ADM3 entry, as it is also a Township.

how can we assemble a list of such things if we can't trust the entries to exist as P records and each country utilizes the ADM entries differently?

I have noticed a similar issue with Spanish adm3 and populations.
Is there a guide on how to edit/add all these entries? Do we create a duplicate of the information and just modify the code? What is the recommended approach?
