Germany, relation between cities and third administrative division  XML

Hi Marc:
I know there are several questions like this, but I don't find the solution.
There is a possibility of get the relation between the cities of Germany with his third administrative division?
I have seen there are several cities with this information, for example:
the city of Steinen: in the cod2admin the value is DE.BW.FR:
Germany » Baden-Württemberg » Freiburg
The relation I want is Steinen --> Freiburg

I can get this information from your web? Perhaps with a webservice?

The search service returns this information :
http://ws.geonames.org/search?q=steinen&maxRows=10&style=full&country=de

I believe we will have to change the adminCode2 for Germany from the abrevation to the official AGS (Amtlicher Gemeindschlüssel) the German counterpart to the Spanish INE code or the French INSEE code. For Freiburg the AGS is 083, 08 for Baden-Württemberg and the 3 for Freiburg. The Kreis "Freiburg im Breisgau" has the AGS 08311000.

Hi again, Marc:
Another doubt:
In the GeoNames file, there is more or less 78000 locations of Germany with feature "P", and only 1026 of them have data in the cod_admin2.
I suppose that the web service, only will have these 1026 locations, not?
For example:
http://ws.geonames.org/searchq=Turkenfeld&maxRows=10&style=full&country=de, doesn't have adminCode2
It is thus?

Yes, only the locations with a adminCode2 will have data in this field.
