Hi Marc

Second level administrative divisions in Madagascar have their level 1 hierarchy codes pointing to no existing first level admin division. Or first level admin divisions do not have their level 1 codes registered properly.

For example:
geonameid = 7670920 (Ambatolampy)
adm. type = 'ADM2'
1st level code = 05
===> There is no place with adm. type = 'ADM1' and 1st level code = 05

On the other hand, I noticed that 1st level codes for adm. type = 'ADM1' repeat their geonameid.

For instance:

geonameid = 7670851 (Alaotra-Mangoro)
adm. type = 'ADM1'
1st level code = 7670851 (same as in geonameid)
===> There is no place with adm. type = 'ADM2' and 1st level code = 7670851

Maybe you can do either recode 1st level codes in ADM1 or repoint 1st level codes in ADM2 to existing codes in ADM1.

I think that's why geotree does not show any 2nd level places under any 1st level division.

Hi Gilros

Madagascar has decided in 2007 to abolish the 6 provinces and use the regions as top level division. The numbers 04, 05 etc refer to the old provinces.
Somebody has to clean this up and assign the adm2 to the proper adm1. the guys from the worldbank have already started and have moved the adm2 to adm1. The assignation of the adm2 to the current adm1 is still open.
