Location 294148 "Moza" is not a village.
Since 1993 it became a neighborhood of Jerusalem
So instead of PPL it should be changed to, I think, PPLX

On the aerial images it looks separated from the other builtup areas.
It may be administered centrally, but this is not the point for the feature class 'populate place'. The administration is modelled with the features of feature class A.
