Ranking Rules for Locations  XML

I couldn't find anything concrete in their docs, but I'm trying to understand how GeoName is ranking locations based on search results. For example, let's take a location like Vernon which is location in British Columbia, CA.

https://www.geonames.org/search.html?q=vernon&country=CA

Results #1 and #8 are both populated places which the same codes. However, Vernon #1 is ranked higher even though it has a lower population (I figured pop would play into this a little, but apparently not).

Any assistance or pointing me to the correct documentation that I must've missed would be greatly appreciated.
