I've tried to edit it myself, but got 'The record you want to edit is locked for updates for userlevel1' error.

Currently the coords points to Kawasaki-city.

Please edit to somewhere inside Tokyo, such as 35.6895 / 139.69171, where the Tokyo Metropolitan Government Building stands.
