I can verify that many of the items in the administrative hierarchy are in the hierarchy table and some non administrative items but I still find some items that are in the rdf dump that list parent and child features that aren't listed in the table at all. Neither in the parentid or childid column.

4038189 isn't in the heirarchy table at all?

the admin hierarchy is encoded int he featurecodes.
The hierarchy table only lists additional hierarchies, either non admin hierarchies or hierarchies with several parents.

I think I've got the admin hierarchy down but what's confusing is the following entries in the hierarchy table.
