I saw two entries that looked very similar. I suspect they might be for the same city:

Moran (https://www.geonames.org/4712258/moran.html)

City of Moran (https://www.geonames.org/11789026/city-of-moran.html)

The City of Moran is described as a "third-order administrative division."

The coordinates are slightly different but look very close and "415 m" is listed as elevation for each.

Do they represent the same place?

The first is a populated place the second is an admin division. They stand for two different concepts.

OK. I was looking this place up when cataloging a book on this city, and am establishing a record for it in the Library of Congress National Authority File. Since I am definitely referring to the populated place, I will only reference that and not the administrative division in my record.
