A quick check yesterday seemed to indicate that they're coded as ADMD when they should be PCLS or PCLD, since their relationship to the feds and states is very mixed.

They can ignore state laws if they don't mind the irritation it produces, so they're more than peers of the states, and nominally have something like a peer relationship with the feds and so should be able to ignore federal laws, too.

But individuals have to pay federal income tax even for money earned on the res, and the tribes have to obey drug laws, can have cops, courts, and laws but not armies, can't independently make treaties with other countries, don't have jurisdiction for crimes committed by non-Indians on the res, etc.

Which, on balance, sounds like PCLS or PCLD to me --they're not constitutional subdivisions of the US the way states etc are, so an ADM* is definitely not appropriate, but they're partly but not totally sovereign, so PCLI isn't appropriate either.
