Can a feature has two parents? An example found in NZ.  XML

Been trying to understand the hierarchy.txt data.
Noticed that it has entries like:
2179671 2183713 ADM
2190146 2183713 ADM

implying a feature "Rangitikei District" (2183713) in New Zealand has two parents features?

I checked the link http://www.geonames.org/2183713/rangitikei-district.html
it the hierarchy is:
New Zealand > Manawatu-Wanganui > Rangitikei District

Yet if you look at http://www.geonames.org/2190146/hawke-s-bay.html and check its children, it has Rangitikei District.

Is this a bug? Does the geonames database impose consistency for hierarchy entries?
