I'm asking this question in terms of the task of accurate conversion of local time to UTC considering the date (in the past).
Then I'm going to use timezonedb
In the geoname table there is one timezone, but weren't there locations that changed timezone belonging in the past?

since 1970 the timezone id should be complete. If a place changes the rules then it will get a new timeone id.

So will repeat the question:
Is it possible to get information if and when a place had changed its timezone id?
Didn't see anything like that in geonames datasources.
