Missing ADM2 features from Paraguay department  XML

I've been looking at the Caaguazú department of Paraguay. This department has 23 districts. If I take 'San Joaquín' district as an example, looking up the name I find San Joaquín(PPL) which is the seat of the district. I was expecting to find an ADM2 feature to define the district and not just the seat i.e. the town of San Joaquín.

Looking at the other departments there is a similar scenario, the district seat is defined as either PPL or in some case PPLA but no ADM2 features are found for the district. I would like to add these missing admin divisions if possible or there may be a reason why the districts have been defined this way. Any help much appreciated. Thanks in advance!

I have found the districts on the website of the "Dirección General de Estadística, Encuestas y Censos".
