Fuzzy parameter interfering with result relevance  XML

I noticed strange behavior in Geonames Search Webservice related to fuzzy search.

For example, if I search for "Russia" with default value of fuzzy = 1.0, then I will get these results:
http://www.geonames.org/search.html?q=russia&country=&fuzzy=1.0
The first result is Russia aka Russian Federation, the country.

However, if I change fuzzy to 0.8
http://www.geonames.org/search.html?q=russia&country=&fuzzy=0.8
The first result is a region in Jamaica called "Russia", and the country "Russia" takes second place.

It seems that fuzziness interferes with search result relevance. As a user, I expect to see countries first, and smaller regions second.
Is that intended behavior for fuzzy parameter, or is that some sort of a bug?
