washington D.C. versus district of columbia  XML

There are currently two entries for Washington D.C. -- one as an administrative region and the other as the capital of the U.S. It's OK to have two entries, but they really ought to both include the most common names, which are "District of Columbia" and "Washington D.C."

Currently the PPLC entry does not include "District of Columbia" as an alternate name and, in fact, it is the official name of the city. So, please add "District of Columbia" as an English name to the PPLC entry.
