Errors in cities of India  XML

I found some errors in data:

1. Mumbai
According to wikipedia Mumbai (http://www.geonames.org/1275339/mumbai.html) is spread over two admin2 divisions - Mumbai City district and Mumbai Suburban district so it should be linked only to admin1 division - Maharashtra.
Also polygon/shape for Mumbai should be union of polygons of these two admin2 divisions.

2. Delhi
According to wikipedia (https://en.wikipedia.org/wiki/Delhil) Delhi is city and union territory.
So Delhi (http://www.geonames.org/1273294/delhi.html) should be linked only to admin1 division - NCT and should have same shape/polygon as NTC(http://www.geonames.org/1273293/national-capital-territory-of-delhi.html)

I would make these changes using web editor, but I wasn't able to do it. After editing I saw green message, but my changes were lost.
