I noticed that there is a separate code for indicating an "israeli settlement". Since there are populated areas in many disputed territories, is there a reason for a specific code for only these places?

What is the deciding factor on what is an "israeli settlement"? Are populated areas between the 1967 1967 armistice lines (there are places where the armistice line splits, enclosing an area) an "israeli settlement"? Some examples of such a place would be Shilat, Maccabim and Kfar Rut. Are places in the disputed territories, but mainly inhabited by Israeli muslems also settlements?
